You have correctly nailed the problem - and the problem is us. About 20% - 30% of America is, was and always will be hierarchical and racist. Pretending that these people don’t exist or have seen the light is a fantasy and why the original voting rights act must become permanent.
I completely agree that since FDR’s presidency, the “conservative” Republican Party has always been about the work of restoring the pre FDR hierarchy and “the Gilded Age” and about fighting evolution, inclusion and progress. I’m a Yankee living in the South now, and I can attest to the fact that many southerners still insist that the Civil War was about “states rights” and slavery was “just one of the issues.” This is what happens when there are no consequences for violators of human dignity. We won the Civil War militarily, but not culturally. The South just found new ways to discriminate against blacks with Jim Crow laws, voter suppression, an unequal judicial and education system, etc.
These people found a voice in Donald Trump and the Republican Party. They crawled out from under their rocks and voted; many for the first time. Now we must right the ship, and in order to do that, let’s not repeat the mistake and refuse to confront fact and reality.
